Firstly, CC doesn't mean CC-By-NC, it could be more permissive. But likewise, you cannot make it "education" only.

From the institutions perspective it may be a disadvantage to release the material in perpetuity, but from the users perspective, it's an advantage.

Agree - can you reword ..... ???
